Performance Max for Local Businesses: How to Set It Up and Keep Costs Down

Performance Max can be the best campaign in a Google Ads account or the most expensive one. The difference is almost never the campaign type. It's what you feed it, what you measure and what you keep separate from it. Here's how I set up and manage Performance Max for local businesses and dealerships so it finds new customers instead of taking credit for the ones you already had.

What Performance Max actually does

Performance Max is a single Google Ads campaign that can serve across Search, Maps, YouTube, Display, Gmail, Discover and Shopping. You give it a goal, a budget, creative assets, audience signals and (for retail or dealers) a product or inventory feed. Google's AI decides where to show your ads and how much to bid.

That's powerful when your conversion data is clean. When it isn't, PMax will happily optimize toward whatever you told it counts, including page views, duplicate events and branded searches you would have won anyway.

Five things to control in every Performance Max campaign

1. Conversion goals

Only real leads should be primary conversions: calls, qualified form fills, booked appointments, purchases. Everything else should be secondary or removed. This is the single biggest lever, and it's why our GA4 and conversion tracking work comes before any campaign launch.

2. Brand traffic

Run branded search in its own Search campaign and exclude your brand from Performance Max. Otherwise PMax can claim conversions from customers who were already searching for you by name, which makes the campaign look better than it is. In the dealer accounts I manage, branded search is consistently the cheapest lead source, at $2.01 and $2.31 per conversion in our two automotive case studies.

3. One job per campaign

Don't put every product or department into one PMax campaign. A service department, a body shop and vehicle inventory should be separate campaigns with separate budgets, so you can see cost per lead for each and move money to what's working.

4. Bid caps and schedules

I usually start with a conversion-focused bid strategy and a cost control, plus an ad schedule that matches when the business can answer the phone. For one South Florida dealer, PMax ran from 6:00 AM to 11:00 PM with its own CPC cap.

5. Assets and audience signals

Give Google real photos, short videos, several headlines and descriptions, and audience signals built from your customer list, site visitors and search themes. Signals don't restrict targeting, but they help the campaign start in the right place.

Performance Max vs. Standard Shopping for inventory

For dealers, inventory can run through Vehicle Listing Ads in Performance Max or a standard Shopping campaign. In the South Florida luxury dealer case study, the Shopping campaign drove 441 clicks with no tracked conversions, while the Performance Max version of Vehicle Listing Ads produced 43 conversions. The data made the budget decision easy.

The Chicago special-finance dealer saw the same pattern at a larger scale: Vehicle Listing Ads in Performance Max produced 1,069 phone calls, the most of any campaign in the account.

How to read Performance Max results

  • Check the search terms insights to make sure PMax isn't mostly serving on your brand name.

  • Compare cost per lead against your Search campaigns, not just against itself.

  • Match conversions to your CRM. If PMax reports far more leads than your team received, look for duplicate or low-value conversion actions.

  • Give it time. Expect a learning period of a few weeks after launch or major changes. Avoid editing budgets and goals every day during that window.

FAQ

Is Performance Max good for small local businesses?

It can be, as long as conversion tracking is accurate and the business has enough budget for the campaign to learn. Pair it with branded and high-intent Search campaigns rather than running it alone.

Should I exclude my brand from Performance Max?

In most accounts, yes. Keep brand in its own Search campaign so you can see what PMax is doing to find new customers.

How long does Performance Max take to work?

Plan on a few weeks of learning after launch. Judge it on cost per real lead after it has enough conversions, not on the first week.

Want a second opinion on your Performance Max?

Our Google Ads management includes daily review of Search, Performance Max and Shopping. If you run campaigns in-house or with another agency, a Google Ads audit will show where budget is leaking. Book a free 30-minute strategy call to get a quick read on your account and a clear next step.
